Introduction

EN 17255 is the name used to reference the standard titled “Stationary source emissions - Data acquisition and handling systems".

EN 17255 has been drawn up by the Technical Committee CEN/TC 264 and consists of four parts which are:-

  • Part 1 specifies the requirements for the handling and reporting of data.

  • Part 2 specifies the requirements on data acquisition and handling systems.

  • Part 3 will specify the requirements for the performance test of data acquisition and handling systems.

  • Part 4 (not completed) will specify the requirements for the installation and on-going quality assurance and quality control of data acquisition and handling systems.

EN 17255 Naming Conventions

EN 17255 consists of 4 parts and these are named as follows:-

EN 17255-1 Stationary source emissions - Data acquisition and handling systems - Part 1: Specification of requirements for the handling and reporting of data

EN 17255-2 Stationary source emissions - Data acquisition and handling systems - Part 2: Specification of requirements on data acquisition and handling systems

EN 17255-3 Stationary source emissions - Data acquisition and handling systems - Part 3. Specification of requirements for the performance test of data acquisition and handling systems

EN 17255-4 Stationary source emissions - Data acquisition and handling systems - Part 4. Specification of requirements for the installation and on-going quality assurance and quality control of data acquisition and handling systems

The name can also have the year incorporated into the name and hence the following variations are also used:-

  • Part 1 also known as : EN 17255-1:2019

  • Part 2 also known as : EN 17255-2:2020

  • Part 3 also known as : EN 17255-3:2021

  • Part 4 also known as : EN 17255-4:(Year yet to be finalised)

Various European Countries also adopt the standard and the names may vary with the addition of a prefix such as:-

  • BS EN 17255-1

  • BS EN 17255-2

  • BS EN 17255-3

  • BS EN 17255-4

Where BS shown above refers to the British Standards Institute

Overview of EN 17255

EN 17255 is a series of standards which when combined define the process for the quality assurance of raw emissions data sent from an automated measuring system (AMS) and received by a data acquisition and handling system (DAHS).

The type of data input into the DAHS can be analogue and/or digital.

The calculation of reported data and information on plant conditions can be based on inputs from the AMS and/or peripheral data.

The raw data received by the DAHS is measured, averaged, converted (if needed) and reported on as required by the legislation.

To meet the standard, as well as the above the system also meet strict criteria relating to speed, accuracy, access, security and validation.

EN 17255 covers

  • Data acquisition

  • Data processing

  • Data storage

  • Data output

  • Generation of reports

  • System functions

  • Data integrity and security

  • Documentation

EN 17255 also supports the requirements from the following regulations:

EN 17255 Stationary source emissions - Data acquisition and handling systems - Part 1: Specification of requirements for the handling and reporting of data

EN 17255-1 relates specifically to the handling of the data. It defines the calculations to be carried out to produce the data outputs that DAHS provide. It specifies the minimum outputs required to meet the requirements of legislation such as the European Industrial Emissions Directive (IED) and the regulations defining the European Pollutant Release and Transfer Register (E-PRTR).

The calculations are based on the requirements in these directives and regulations.

These two reporting requirements form the basis of this series of standards. However, although DAHS can provide other data outputs, such calculations are outside the scope of this standard. The European emissions trading regulation defines different validation and procedures for missing data, but the general principles in this standard can be used.
